SmartPay is an application that lets patrons pay securely online with a credit or debit card.
You’ll need your library card number and PIN/password to log in to it. From there, you’ll be able to pay your balance. A successful payment is credited to your account immediately. A confirmation page will be displayed once your transaction is successfully completed. This confirmation page can be printed as a receipt. (If you are using one of our public computers to print a receipt, then standard print charges will apply.)
SmartPay will show only the total amount owed on an account. Click this link to view your Account Details. Contact your local branch if you think there is an error before making a payment.
Within the library, debit/credit card payments can be made on public access computer. Library staff will not accept credit or debit card payment at the public service desks.
If your credit card transaction is declined, your account balance will remain on your library account. Contact the financial institution that issued your credit card to determine why the transaction was declined. A failed transaction may leave a pending charge on your account, but such pre-authorized amounts normally clear within 24 hours and do not reflect actual charges to your credit card. As in any online payment process, clicking the Finish (submit) button multiple times may result in duplicate payments.
The Volusia County Public Library does not provide refunds. All payments made to the library through the SmartPay service are final.
The library system does not collect or store any personal information or credit/debit card processing data from the SmartPay site. When you use the SmartPay online service, you are leaving the Volusia County Public Library website and will be directed to SmartPay. Technical requirements and services are the sole responsibility of SmartPay. By proceeding you agree to accept and assume all risks and responsibilities for any and all losses and damages that may arise from your use of SmartPay and release the Volusia County Public Library System from all liability.
The SmartPay system uses an encrypted website to accept your credit or debit card information, and that information is transmitted to the card processor using a secure connection. SmartPay operates in full compliance with the standards set forth by the PCI Security Standards Council, LLC.
