If you live or pay property tax in Volusia County, you may apply for a free library card by visiting any branch.

Requirements

Identification

Patrons must provide identification whenever registering or re-registering for the purpose of verifying name, birth date, and current residential address. See the Forms of ID accepted section on this page.

Any pre-existing records you may have will be merged with your new record. You remain responsible for any associated charges or overdue items.

Parent/Guardian signature

A parent or guardian must accompany any child wanting a library card in the child’s name.

Foster parents are legal guardians and must take financial responsibility for foster children.

The parent or legal guardian must provide proof of residency, property ownership in Volusia County or proof that the child is enrolled in a Volusia County School.

Children not accompanied by a parent or legal guardian may take home a registration form to be completed and signed by a parent or legal guardian. If the child returns with a completed and signed registration form and is not accompanied by a parent or guardian, the card is processed with the child’s name printed on the back in indelible ink and mailed with a cover letter to the parents.

Registration fees

  • New library cards are free for Volusia County residents.
  • Non-residents who pay Volusia County property taxes can be issued free cards if they provide documentation (such as a property tax bill) verifying their tax paying status.
  • Non-Volusia County residents must pay a fee to obtain a library card. $30.00 for a 6 month membership and $50.00 for a 12 month membership. See the section below on reciprocal borrowing to see if you qualify for a free membership.

Update or renew an account

Patrons can update or renew an account:
  • If your card has already expired you will be given the option to renew it online at My Account
  • By calling your local branch
  • By visiting your local library

Reciprocal borrowing

Reciprocal borrowing is available for residents of participating Florida counties who visit a Volusia County Public Library location with their home library card, photo ID, and verification of current address. Reciprocal borrowers do not have access to downloadable & streaming materials (eBooks, audiobooks, music, movies, etc) and some databases.

Resident

Eligibility: Volusia County residents and non-resident property tax payers, children (under age 13), and teens (ages 13-17)

Eligibility: Resident of Brevard, Flagler, Lake or Putnam county

Non resident

Eligibility: Non Volusia County resident

Cost: $30.00 (6 month membership) or $50.00 (12 month membership)

Valid for: 6 months or 12 months

Forms of ID accepted

Adults (ages 17 and up)

The following forms of ID are sufficient to verify Volusia County residency:

  • Valid Florida Driver’s License with current Volusia County address
  • Valid Florida ID with current Volusia County address
  • Current Volusia County College ID
  • Current Volusia County High School ID
  • Volusia County Government Employee ID
  • Volusia County School District Employee ID

If none of the above items are available, any photo ID plus one (1) item from category A or two (2) items from category B are sufficient to verify residency.

Category A:

  • Valid Volusia County Automobile Registration
  • Valid Volusia County voter’s information card
  • Lease of Volusia County property for a period in excess of six (6) months
  • Manifestation of Domicile in Volusia County
  • Proof of timeshare or property ownership in Volusia County
  • Current Volusia County School or College class registration
  • Military orders

The property appraiser and clerk of court record may be used to verify residency. Electronic proof is acceptable.

Category B:

  • Current (dated within the last three [3] months) utility bill showing the person’s name and Volusia county address
  • Utility or phone company deposit receipt, showing person’s name and Volusia County address.
  • Bank statement issued within the past three [3] months showing current Volusia County address
  • Piece of mail addressed to the patron with postmark and Volusia County address within the last three (3) months.

Electronic proof is acceptable.

Children (age 16 and under)
